Cutting the Income Tax to 5%

BOSTON – An economic analysis by the Beacon Hill Institute at Suffolk University finds that the Commonwealth could create thousands of new jobs and millions of dollars in new investment if, as Governor Mitt Romney proposes, the legislature would cut the income tax to 5%. Moreover, the state could increase spending in FY 2005 by 7.57% over FY 2004 even as it absorbed the loss in tax revenue that the tax cut would bring about.

Believe it or not, Massachusetts State Government has over $500 million of excess revenues. Due to a stronger than expected economy, increased fees, and the closure of several corporate tax loopholes, the Commonwealth finds itself in the enviable position of having to decide what to do with a half of a billion dollars. Furthermore, as we are approximately thirty days from the end of the Legislative session, these decisions are likely to be made in the near future.

In a Boston Globe article titled "Boston loses bid to host Virgin USA," business columnist Keith Reed describes the concerted but failed effort of Governor Romney, Boston Mayor Thomas Menino and others to bring Virgin Airways' startup airline (Virgin USA) to Boston. Their hope was that Virgin USA would headquarter in the city, employ Boston Logan as it's initial North American hub, and create jobs here in Massachusetts.

The state fiscal year is coming to an end June 30th. The new fiscal year’s budget, now on Governor Romney’s desk, is officially $22.5 billion unless you count the things that have recently been taken “off budget” like MBTA spending, Medicaid and some MassHealth funding and pension costs, in which case it is $24.8 billion.  full story >
